The steps create a welcome message:
1. blog login
2. click Design -> EDIT HTML
3. search code <head>
4. put the following code just below the code <head>

alert("welcome to http://blognya-ragil.blogspot.com")
</script>
replace the word welcome to http://tips-ngblog.blogspot.com with your words as they pleased.
